The project was driven by the need to perform a renewable energy sector survey based on a review of sector documents and interviews with stakeholders in the energy sector in Ghana.  This was primarily aimed at identifying European Union (EU) interventions and actions to overcome some existing barriers and impediments. The project was carried out in two parts

Firstly, an Energy Sector Scoping study was undertaken. Here, the main framework was the present status of Ghana’s renewable energy sector, its revised energy policy based on the current government, and the activities of stakeholders and development partners.

In the second phase, a perspective for EU Funding for energy sector investments was undertaken. This was done to identify a market-share for EU support instruments, such as Electrified or EIP actions, of which a concept note was prepared to concentrate on private sector-oriented interventions by EU funding in the energy sector and possible actions identified.

Our Energy Lead was part of the three-person experts that spearheaded the project. In addition to analysing current support by development partners such as the German Development Cooperation, the Switzerland State Secretariat For Economic Affairs (SECO), World Bank and some initiative implemented by the United States Government, such as the Millennium Compact Challenge (MCC), the project identified specific key opportunities for EU donor support as follows 

1. The introduction of ElectriFi to Wholesale Electricity Supply Licensees, 
2. Provision of Guarantees to RE Developers
3. Support for the Implementation of the Net-Metering and Solar Roof-top Programmes and
4. Support for on-going Off-grid Initiatives
